Sometimes it is hard to get through to people how costly the mismanagement of confidential informants can be. This story relates to a police department that have paid out over $2.3 million dollars with a third case pending. That is a lot of money for any department to be paying out. And it could have been avoided if the department had invested in the proper structures for managing confidential informants.
So lets do some math. Raleigh Police Department has about 800 police officers. From this figure we can calculate that they have the resources to manage safely and effectively approximately 30 confidential informants at any one time. To manage this amount of sources you need one Captain/Major , two sergeants and approximately 8 officers working full time exclusively managing informants for the entire agency. They will provide all information gathered into the intelligence function of the agency where it can be distributed to the various investigators for exploitation.
Training these officers will cost approximately $20000 for a two week course for 20 students.
Software to manage informants is going to cost approximately $50000 per annum.
The agency will probably need to invest time in rewriting their policy and procedures.
Given the risk, spending $70000 per year is an extremely good investment when one looks at the potential cost of lawsuits. And this is without even considering all the other benefits.
