Confidential Informant Management Course – Entry Level

Confidential Informant management is a high risk area of law enforcement but one that is essential for a law enforcement agency to undertake if it is going to be successful in combating high volume crime, organised crime and terrorism.  Confidential Informants are often referred to as, informers, human intelligence sources and numerous other more derogatory terms. It is now widely recognised that the managing confidential informants is an arduous and high risk activity with officers involved in this business area requiring extensive training and high levels of supervision. This course seeks to provide officers involved in managing confidential informants with the basic skills to manage a confidential informant in compliance with legislation and recognised international good practice. The course will include both theoretical aspects of the role together with practical role plays to demonstrate an officer’s ability to carry out the functions required.

Course Aim

The aim of the course is to introduce participants to the basic requirements of managing confidential informant in a law enforcement context. 

Course Learning Objectives

At the end of the course participants will be able to:

  • Describe the function of confidential informants within the context of intelligence led policing.

  • State the definition of a confidential informant and identify three operational types of confidential informant.

  • Detail the records that need to be maintained for effective confidential informant management.

  • Explain the basic elements of how to motivate and control a confidential informant.

  • Carry out a standard meeting with a confidential informant.

The basic course lasts 5 days. If someone tells you they can teach this in one or two days ignore them - they are fooling themselves. It is the illusion of training.
